John Howard, enjoying European renown for his extraordinary humanitarian efforts, regrettably succumbed to the “putrid fever” at Kherson, Ukraine, in 1790. Having explicitly declared that he wished to be buried far from human habitation, without any monument, on the contrary even two monuments were dedicated to him: one by admiral Mordvinov, and one on the express orders of Tsar Alexandr I. Many years later Michail Nikolajevich Galkin-Wraskoi, himself a specialist in penal law and its execution, dedicated this small but precious publication to the two monuments, still more diminishing the oblivion Howard had explicitly hoped for. )code N-40)
