In what is now Ukraine the Duke of Richelieu (1766-1822), distant relative of the Cardinal, to a certain extent realized the Tsar’s ardent wish. Having been appointed governor of the infant and languishing town called Odessa, he after a few years left a blossoming city and community, soon to become the fourth city of the Russian Empire and the envy of Europe. Present-day Odesa, it seems, still mourns his departure, and has every reason to. (code N-44)
