Description: Union brevet general and popular Wisconsin governor (1882-89) of "I seen my duty and I done it" fame; secretary of agriculture (1889-93). TLS, 1p, 5" X 8", Washington, DC, 1889 April 20. Addressed to Henry A. Bowen (1813-96). Very good. On Department of Agriculture letterhead, the newly-inducted secretary tells the editor of the New York Independent he cannot "join with other writers in expressing my views upon the patriotic work and influence of the 'Father of his Country'.. an overwhelming pressure of business.." Presumably the occasion would have been the centennial of Washington's first oath of office, taken in New York City on April 30, 1789. Two small textual corrections in Rusk's hand. .
