NOT a First Day Cover, but a mint example of Mutchler's 5-cent "West Virginia 1863-1963" stamp has been affixed at upper right. Fine. At lower left, in black ballpoint, Mutcher signs large and bold, adding "Designer of W. Va. Stamp" below. .
