The accident report read as follows: "At 11.22 as a 3-car Electric Multiple Unit (EMU) passenger train was leaving the Down bay platform 1 at Hertford North Station, it was run into head-on by an Engineer's ballast train which was running out of control down the Hertford North Bank and had passed at Danger the Stop signal protecting the movement of the EMU. The driver of the passenger train saw his starting signal change back from Green to Red and heard the warning being sounded on the locomotive horn of the ballast train. He left his cab and together with other members of the railway staff tried to get the 12 passengers out of his train. Some responded quickly but others were still attempting to alight when the collision occurred. Three of them suffered minor injuries as did the guard of the ballast train. Ambulances arrived three minutes after being summoned and the injured passengers and guard were taken to Queen Elizabeth II Hospital at Welwyn Garden City where they received treatment and were discharged shortly afterwards.
