Chapman for John Wylie & Co., Glasgow,Penguin [with] Michael Joseph,, 1818. 12mo., text with some light and occasional underlining in red; plain contemporary wrappers, sewed as issued, a remarkably bright, clean, crisp copy oin wholly unrestored contemporary binding. Elegant copy of a scarce pamphlet more usually found contained within 'Miscellanea Scotica' (1818-1820). The Commissioners included John Marquis of Tweedale, William Earl of Annandale, John Lord Murray, Sir James Stewart, Adam Cockburn, Sir Archibald Hope, Sir William Hamilton, Sir James Ogilvie and Adam Drummond.
