Bi-lingual official publication on the workings of the Postal Services. Belgium had introduced stamps in 1847. In this official publication the government stipulates extensively how these stamps are to be used. The bulk of the text consists of lists of all the belgian towns and villages with indication of the postage stamp rate ( 10c. or 20c.) which had to be applied. The rate depended from the distance the letters had to be sent ! The customer, before stamping his letter, had to calculate the distance it had to run. Ex-library with stamps, but a good copy.
