Van der Noot , travelling from Breda , arrived in the Southern Netherlands ( under Austrian Habsberg rule ) at Hoogstraten on 24th october 1789. He proclaimed , for the first time in history, the independance of Belgium, from the balcony of the townhall of Hoogstraten. This printed message , containing all the arguments, and legal steps, to establish independance was destined for the county of Flanders and contains an appeal to adhere at the Brabant Revolution.. .
