Grotius [ 1583 - 1645 ] living in Holland under Spanish rule he was inspired to write 'De Jure Belli Ac Pacis' in which he called for a code of conduct between countries - his lasting memorial the International Court at the Hague. He also, in 'Mare Liberum' called for the seas to be treated as free & open territory - this was adopted as the three mile limit.
