"Your Committee, having carefully considered and discussed the important subject referred to them for report, have to state that they are not prepared to recommend that negotiations be entered into at present for the transfer of the Cape Town and Wellington Railway to the Government. They are further of the opinion that it has been shown that the present contract does not give the Government sufficient control over expenditure, fares, and other matters, and it seems therefore to the Committee desirable that the Government should endeavour to obtain such modifications to the contract as may be thought necessary.".
