The author is probably the Belgian priest Jacques-Pierre-Joseph Le Surre (1763-1844), who was from 1807 onwards vicaire-général of the city of Ghent. He not only was odds with Napoleon, but also with William I of the Netherlands. In 1818 he was exiled to France.
