The author, born in 1851, is one of the great pioneers in the history of astronautics. He invented the rocket with explosion motor and was the first who published his experiments with liquid fuel. (The experiments of Tsiolkowsky were not publ. untill 1933). It is the publication of a lecture held 13-II-1912 for the French Physical Association. This lecture caused a stir and it is a very important date in the history of astronautics. (CF: 'La grande aventure de l' espace'). In his L'astronautique' (1930) p.18 the author says: '...I had to take numerous precautions in the address and the real subject was masked under the benignant title (as above). But the secretary was so shocked by my speculations that he left out lines, so energetically, that my thoughts were hardly intelligible.'
