This book uses the nineteenth-century Dutch city of Haarlem to analyse down to the parcel level which functions were established in the city fringe and how they changed during that century. In the city fringe, the legal and policy control is the least and the opportunities for individuals are the greatest. From these circumstances, interesting conflicts arose in Haarlem between the various stakeholders and land users. The city of Haarlem tried to steer the developments in many creative ways and was strongly influenced by the famous landscape and garden architects L.P. and J.P. Zocher. At the end of the book, a complex picture emerges of the many actors and factors that, in a mutual power struggle, brought about a change in the city fringe.
