The Black Papers were a series of articles on British education, published from 1969 to 1977 in the Critical Quarterly; their name intended as a contrast to government White Papers. The Black Papers were not opposed in principle to progressive education, only to its excesses, which were rampant in British schools in the 1960s and 1970s. They criticised selection for grammar schools at the age of eleven and advocated it should be delayed until children were at least thirteen years of age. They criticised the student sit-ins which were damaging the reputation of British universities..The editors became leaders in a national campaign; today the Black Paper proposals for schools by and large are accepted by both the Conservative and Labour Parties in Britain. A history of the foundation of King Edward VI in Bury St. Edmund's must take into account three items relating to the years before 1550 - the mediaeval school in SchoolhaIl Street, the dissolution of the Benedictine monastery, and the confiscation of chantry lands in the town and neighbourhood. A College of Secular Priests had existed in Bury from the time of Athelstan in the tenth century. It was to that college that the body of Edmund was brought in or about the year 903. It is usually considered certain that wherever there was such a college there was a school associated with it, not a school for supplying the needs of the Church alone, but a school which opened the doors of knowledge to its scholars by giving them an intimate knowledge of the language in which all man's knowledge was expressed in Western Europe, namely Latin. Such a school was known as a Grammar School, and its one aim was to teach Latin to such a standard that it became the means of ready conversation and of easy reading, so that in fact it would be as feasible to attend Leyden University as Cambridge. In the early eleventh century King Canute came to Bury, turned out the secular priests and replaced them by twenty monks from St. Bennett's at Hulme in Norfolk and from Ely. The College thus became a Benedictine Monastery, one of the five largest in the country in course of time, and a monastery of great wealth and renown because of its connection with St. Edmund. It had within its control the whole of the Liberty of St. Edmund, an area roughly identical with the administrative area of West Suffolk today. The townspeople bitterly resented the rights and privileges of the Abbot, so well demonstrated by the Palace he occupied, a resentment that showed itself in open rebellion at times, and the destruction of monastic property. Norwich has decided not to be behindhand, especially as its record over the centuries has been an outstanding one which deserves commemoration. The present foundation derives from a patent of King Edward VI issued in 1547, but his new school carried on the traditions of learning pioneered from the end of the eleventh century by its ecclesiastical predecessors. Devoted mainly to the study of the Classics until the early twentieth century, it has since established itself in many Humanities subjects and in Natural Sciences, as well as encouraging a multiplicity of "other activities" outside the classroom. The impressive list of Old Boys includes distinguished soldiers, the greatest of all admirals, an archbishop and numerous other bishops, formidable judges, scholars and literary men, and latterly scientists and leaders of commerce and industry. Intra muros a long list of characters has added spice to its annals. Few similar institutions can have enjoyed the ministrations of such outstanding and idiosyn-cratic headmasters as Dr. Parr, Mr. Valpy, Dr. Jessopp and Stuart Andrews. Of these Parr was possibly the greatest scholar, Valpy the severest disciplinarian, and Jessopp and Andrews the most far-seeing and innovative. There has not been space for study of the ushers and assistant masters, but many of them too were gifted men and memorable characters. This little book will fill a long felt want. It is a curious fact that, apart from the ordinary registers and statistics, no attempt has heretofore been made to record the circumstances attending the foundation and the progress of King William’s College. The fact is the more curious in view of the very prominent influence which the School has had, and still has, in the scheme of Education 1n the Isle of Man, and of its high standing in England. Canon Owen’s timely researches have brought to light, and show in proper perspective, the close relationship of the College to the progress of Education here, and make clear the very important place which the only Public School must occupy in the whole sphere of Insular development. The book, however, does more than this. While recalling in permanent form the purposes which actuated the founders, it brings out most strikingly their breadth of view and their foresight. They projected a scheme which was not only to enable Manxmen to grow and compete on equal terms educationally with inhabitants of other portions of the British Isles, but was to be the nucleus of even higher ambitions. It has, through the untiring zeal of a long line of distinguished Heads, maintained a high and worthy tradition. It has been an important factor in the progressive development of the educational policy of the land. It has been the means, especially of recent years, of opening up to Manx boys opportunities of honourable service and distinguished careers in the world, both within and without the Empire, which would otherwise have been hopelessly closed to them.
