George Peter Holford was a career politician who served in five different constituencies; his abiding interests were prisons, prison discipline, transportation and the reformation of juvenile offenders. This particular pamphlet deals with the situation at Millbank. A similar item of 13[1]pp held at the Wellcome Library - with caption title as here. OCLC shows a copy held at the International Institute of Social History in the Netherlands where the author is given as G. Holford.
