Foolscap disbound; 6pp, last page blank. ¶ The Colonial Secretary in Hong Kong reassures his New South Wales counterpart - with supporting documents - that Hong Kong is not deporting criminals to Australia and that any that were bundled aboard ships before 1877 - there probably weren't many - were sent without official knowledge. The rest entails Victoria and New South Wales agreeing that it's time to get all the colonies together to hammer out new Chinese Immigration restriction bills. New South Wales' unsuccessful 1879 restriction act is included.
