Having served in the Army, he entered the House of Commons in 1780. In 1803 he was appointed President of the Board of Agriculture. He was a great authority on farming and a leading economic authority of his time. In 1792, "A brief examination of Lord Sheffield's observations on the commerce of the United States", by Tench Coxe, was published as a reaction to Holroyd's book. B-1 .
