This means some plan along lines similar to the experience tested by the United States War Industries Board of 1917 and 1918. It must mobilize men, money, materials, morale - all resources - to give to the war-making agencies and those allied with them, such as shipping and blockage, what they want when they want it, without unnecessary deprivation or exploitation of civilians.
