Philadelphia: John Campbell, 1862. 8vo. pp. 24. Self-wrappered, outer leaves split at the spine, and soiled. The first part of the letter applauds the actions of Captain Wilkes in the "Trent Affair" and his capture of Confederate envoys. The later part "asserted that the South had long had too much national power, and approved the revolution then in progress."
