Mild bit of faint edgewear, but spine gilt bright and handsome. Tight, attractive second volume (only) of this later printing of the landmark1888 study. Front pastedown bears the custom bookplate of S. Herbert Wolfe (1874-1927), a noted New York actuarial who became well known for his World War One service, in which he assisted writing the War Risk Insurance Bill and heading up the War Risk Insurance Bureau abroad, ending up a brigadier general in the Officers Reserve Corps. .
