A general-theoretical paper not mentioning any individuals but alluding to the then current regime, i.e. probably of Ayub Khan (1958-1969) as probably written in the late 1950s or early 1960s. Dr. Muhammad Afzal (1919-1994) was one of Pakistan's most eminent psychologists, especially known for his interest in mystical psychology. He set up the Department of Psychology at Government College, Lahore in 1962 and later served as Principal of the College and Vice Chancellor of the University. The National Institute of Psychology at Quaid-i-Azam University in Islamabad was founded in 1976 and was named after him. A very scarce publication. No copies found on OCLC or in the British Library, Library of Congress or the NYPL. Fine.

The author was Finance Minister of Pakistan just prior to Ayub Khan's military takeover in the Fall of 1958. The book analyzes Pakistan's financial situation leading up to that event. Louis Dupree, famed anthropologist and Correspondent for the American Universities Field Service in South Asia from 1959 into the eighties, in a short but perceptive review of the book, claims that the book attempts to justify the author's policies and makes no mention of the prohibitive hidden taxes he had proposed to finance much of his ambitious development schemes, taxes which Dupree claims would have fallen largely on low income Pakistanis (AUFS Reports, South Asia, Vol III, No 1, August 1959, p3). Born in Batala India he has held the highest positions in Pakistan's history profession including historical advisor to the Prime Minister. He has also taught in various world universities for more than fifty years and authored other even harder hitting volumes on Pakistan historiography such as The Murder of History (1993). in which he is quoted as stating that history textbooks used in Pakistan are "really national mythology" and 'the subjects of social studies and Pakistan studies are nothing but vehicles of political indoctrination'. Perhaps that is why some of his books like these are published in India?. Very Good.
