Purushottama Ramacandra Lele (1890- ) was a lawyer and apparently an authority on this subject. The First Edition of 115 pages published in 1936 was entitled, he Federation of India: How It Will Be Governed. Copies scarce of any edition though OCLC lists 4 libraries holding it. Good.
