"As the title suggests, Popkin sees the peasant as a shrewd problem-solver, capable of protecting his/her interests--whether through the acceptance of a variety of modern innovations or by challenging the existing elite, creating alternative rural institutions with different 'political entrepreneurs'. Designed partly as a refutation of the book by James C. Scott, THE MORAL ECONOMY OF THE PEASANT, it also draws heavily on American political science theories about individual calculation, risk-taking, and an alleged human preference for impersonal market exchanges rather than trust in patron-client relationships. Popkin is correct to emphasize that some Vietnamese peasants benefited from French colonial changes, but his 'investment logic' fails to explain why peasants also risked death, gaol or property confiscation in opting to join or assist clandestine resistance organizations. Significantly, both Popkin and Scott give the peasants much higher marks for political initiative than was ever true of French administrators or American military commanders.
