Soft Cover. 31 page address given to the Boston City Council arguing for the "furnishing of a copious supply of pure and soft water" (seems to be focused on meeting the need for water for the fire department), detailing city expenditures in part of the argument. Front cover is detached but present; burn mark on bottom edges (approx. 1 1/2" long x 1/4"high); 1 page has margin removed; pencilling on rear two pages. Good/No Jacket.
