The author examines the situation in the lower Mississippi Valley, where he found that "no doubt the present system was the best that could be devised for the emergency at the time, but the experience of one season has enabled them who have examined it to see its defects. A man worth thirty, forty, fifty, or seventy-five dollars per month, should not be forced to give his labor for less. a plan should be adopted as will make them feel and see that they are treated and regarded as freemen." A historically important document providing a first-hand report of the preliminary, but no less actual & real, social change wrought by Lincoln's attempt to make free all men of the then not- so-United States.
