It truly contains the notion of reform and improvement. 'With slight differences only, it may be said that the prison system of 1910 was the same as was in vogue in 1840'. The commencement of penal reform began with the Royal Commission of 1911 but that 'report as a whole indicated the findings of a disciplinarian rather than a prison reformer'.
