Melbourne, Govt Printer 1856. foolscap folio, the report (ppv-lii) stitched the rest loose in sheets; lii,284pp. ¶ Clarke gives a history of the varied elaborations of private enterprise in creating a railway system since the first offical moves in 1852 and concludes that 'associated enterprise has been found utterly inadequate .. except upon highly objectionable conditions' and that the opening of the Australian inland by rail could only be accomplished by government.
