Some scattered spots and a few signs of use. ¶ Surprisingly uncommon for such an extensive document. The question of constituting a centralised government for the whole metropolitan area naturally inspired or enraged flocks of movements (or movements of flocks), all of whom leapt to present proposals, object and give evidence. Possibly for the first time, to whatever effect, we find town planners and architects joining aldermen, town clerks and lawyers in attempting to frame social and governmental changes on such a scale.
