The most pressing need was the establishment of a constitution that would allow the federal government to pay off the Revolutionary War debts and raise taxes. The taxes needed to restore the public credit proved to be quite modest, however, and the Constitution went far beyond the immediate fiscal needs. According to Johnson, the founders went beyond these needs in order to punish the states for their recurring breaches of duty to the united cause and to insure their commitment in the future.
