The author was Finance Minister of Pakistan just prior to Ayub Khan's military takeover in 1958. The book analyzes Pakistan's financial situation leading up to that event. Louis Dupree,famed anthropologist and Correspondent for the American Universities Field Service in South Asia, in a short but perceptive review of the book, claims that the book attempts to justify the author's policies and makes no mention of the prohibitive hidden taxes he had proposed to finance much of his ambitious development schemes, taxes which Dupree claims would have fallen largely on low income Pakistanis (AUFS Reports, South Asia, Vol III, No 1, August 1959, p3).
