(CIVIL WAR) This was also published in 1860 in 34 pages with the author's name under the title "State Sovereignty and the doctrine of Coercion-With a Letter from Hon. J. K. Paulding" (NUC). 8vo. 3-36 pp, lacking title. Disbound, some spotting and light soiling, else a very good copy. ¶ Pages 30 through 36 contain the article "The Right to Secede" signed by States which examines the Constitution as it relates to the southern situation. Paulding's letter, as former Secretary of the Navy, declines an invitation to speak and presents his feelings and ideas on the actions taken by South Carolina, notes that he does not see a change in the Northern attitudes in the near future
