Former glue stamp across the cover (3 1/2 x 1 inch), small missing tear on the back cover. Includes Lord Brassey's 'compliments' card (4 3/4 x 7 1/4 inch). Lord Thomas Brassey (1836-1918) was a representative from Hastings and held high offices in the Admirality, Governor of Victoria (1895-1900), and was the first person to circumnavigate the world in a private yacht, July '76 to May '77. Pamphlet concerned with the naval budget for the year 1903-04 along with an assesment of the British navy's condition and how ready for war if need be. Lord Brassey was editor for THE NAVAL ANNUAL (1886-on) and as such was current on inofrmation as to matters touching on the budget of the fleet. Clean copy. Very Good.
