McMillian that he proposed to end the Vietnam War in October, 1972 (during his re-election campaign). Later, Allen alleges, Henry Kissinger, in order to silence McMillian about Nixon's playing politics with the lives of U.S. soldiers, ordered the Admiral to be kidnaped and held incommunicado at the Bethesda Naval Hospital.
