The presiding judge referred to in the title was August Brevoort Woodward, compiler of the early laws of Michigan, known as "The Woodward Code," and the author of the plan for the city of Detriot. The report contains three letters from judge Woodward to the Secretary of the Treasury, written in January and March, 1805, which analyze and classify the land titles of the territory.
