' In an article on the Metric System, in Chambers Encyclopaedia, it is claimed that by the introduction of that system 'one-half the time now spent in learning arithmetic might be saved. That study might, in addition, be made an intellectual discipline; whereas at present the time must be spent in acquiring something like a ready but blind application of complicated rules'. 'Is' being substituted for 'must be' in the last sentence, the quotation may serve very well to represent the point of view from which this book is written. But the reform needed is in our methods of teaching rather than in our weights and measures. I believe that, apart from this drastic and dubious change, half the time should and can be saved; that the other half should be spent in acquiring, not a blind facility, but the mental discipline resulting from the application of the reasoning powers to questions of number; and that an incidental result of such discipline will be a practical efficiency far beyond the scope of any blind application of rules learned by rote.
