A spirited account of the role of Choudhary Rahmat Ali (1879-1951) in the creation of the Pakistan movement when he was a post-graduate student at Cambridge University in the early thirties where he founded his "Pakistan National Movement" in 1933. The author who seems to have been closely connected with the PNM specially outlines the opposition Rahmat Ali encountered from the Muslim League and others in India. Though his role is controversial, K.K.Aziz in his definitive biography as well as in his 4-volume study on the history of the idea of Pakistan tends toward giving him the central position in the origin, development and realization of the idea (Long, p.41). A scarce booklet not found in several of the principal bibliographies on Pakistan such as the recent one by David Taylor.. The author was Finance Minister of Pakistan just prior to Ayub Khan's military takeover in 1958. The book analyzes Pakistan's financial situation leading up to that event. Louis Dupree,famed anthropologist and Correspondent for the American Universities Field Service in South Asia, in a short but perceptive review of the book, claims that the book attempts to justify the author's policies and makes no mention of the prohibitive hidden taxes he had proposed to finance much of his ambitious development schemes, taxes which Dupree claims would have fallen largely on low income Pakistanis (AUFS Reports, South Asia, Vol III, No 1, August 1959, p3). Choudhary Rahmat Ali (1897-1951) studied at Lahore and Cambridge where he founded the Pakistan National Movement. Though never fully accepted by the Muslim League he returned to Pakistan after its founding but was virtually ignored. This astute study by the accomplished critical scholar Khurshid Kamal Aziz (1927- ), is classified by Roger Long as the "definitive study.." of Rahmat Ali and the development of the whole idea of creating a state for Muslims of the northwest part of India (p.244, The Founding of Pakistan: An Annotated Bibliography).
