The speech was given to officers of the army and navy of Portugal at their presentation of compliments to the Prime Minister on April 28th, 1948. Antonio de Oliveira Salazar was Prime Minister of Portugal from 1932 to 1968, founding the Estado Novo, or New State, a corporatist authoritarian form of government that embraced conservative and nationalist ideals.
