Boris Mirkin-Getzevich (1892 - 1955), also known as Boris Mirsky, was a Russian jurist, polyglot, and Director of the Paris Institute of Comparative Law. He emigrated to France following the October Revolution, after having been sentenced to exile in Siberia. Andre Tibal (1882 - 1955) was an author and a Professor at the Sorbonne. The book, part of the series "Documents de politique contemporaine" of the Bibliotheque D'Histoire et de Politique, presented a detailed study of Austria's poltics and government in the early 20th century.
