He studied with Lorser Feitelson at the Art Center College of Design in Los Angeles. Payne painted in a naif and hard edge style. He exhibited in the Tillman Place Gallery and the Maxwell Gallery in the 1950s and 1960s. The artist's sister, Frances Payne, PhD, numbered each of the artist's works. This is Work no. 381. .
