Stab-stitched pamphlets with untrimmed edges bound into contemporary three-quarter sheep over marbled boards, lettering piece (reading "State Papers/ 2 Sess. 13 Congress") to spine. Some rubbing to boards and extremities, spine abraded, most of backstrip lacking, contents secure. Light browning to text. Early owner bookplate (of Edward D. Mansfield) to front pastedown, early annotation and signature (of Gen. Worthington) to head of title page, interior otherwise clean. $600. * Augmented with numerous tables, these reports deal mostly with government expenditures, loans and debts relating to the War of 1812. "Gen. Worthington" is probably Thomas Worthington [1773-1827]. A Virginia native and an early settler in the Northwest territory, Worthington was a major of militia and deputy surveyor-general of the Northwest Territory. He rose to the rank of General and was later elected a member of the first Ohio Constitutional Convention. He was Ohio's first United States senator from 1803 to 1807 and from 1811 to 1814. He left the Senate in 1814 to become the Ohio's sixth governor.
