This official policy has, according to author, a negative influence on the prosperity of local javanese peasants on Java, who live in appalling poverty comparative to the position of french peasants before the revolution. The supplementary volume, in 2 parts, is a retort to critical notes by author's opponents and contains author's proposals for reform of the credit balance: fixed revenues on behalf of the dutch motherland, higher revenue on behalf of dutch Colonial Govenment in order to finance better labour- and economic conditions for javanese estate-labourers and peasants, abolishment of Heerendiensten or statuary labour on Java and the outer Provinces.
