'Winckler, a philosopher of Wingendorf, Saxony and Professor of Languages in the University of Leizpig, first uses a fixed cushion in the electric machine for applying friction instead of by means of the hand, and is, by many, believed to have been the first to suggest the use of conductors as a means of protection against lightning... during the year 1764 Winckler made use of common electricity for telegraphic communications by the discharge of Leyden jars through very large circuits...': Jacob Siegismund von Waitz, a German electrician, writes three essya in Dutch and one in French, and is given the prize of fifty ducats proposed by the Berlin Academy of Sciences for the best dissertation on the subject of electricity...': Not In Ronalds: Wheeler Gift, vol. I, 313b and 322 a. Both publications abovementioned were published in translation in Amsterdan by Vieroot in 1745/46, containing a total of [4 + 4] 8 pls. In 1751 van Welbergen published an edition containing both publications and added 3 plates. 'The first part treats of the properties and causes of electric phenomena; the second, investigates the qualities of electric matter and electric fire.':
