It began in the year 126 upon his return from his first tour of inspection in the Eastern domains of the Empire. It seems strange that a man of such refined taste as Hadrian should have built himself a villa in this unattractive site unless he intended it to be a residence for the winter months, the climate there being mild and pleasant.
