Hyde Park, in which there will be a Grand Fair is entirely open to the People. The Green Park will also be entirely open to the People. The Mall of St. James's Park and Constitution-hill will also be open to the people, to enter by Spring Gardens, and the New Street Gates. The Lawn in St. James's Park and the Bird-cage-walk, will be devoted to those who have purchased tickets." Officially also "in commemoration of a General Peace" at the end of the Napoleonic Wars, which in fact did not actually end until the following year following Napoleon's escape from Elba and final defeat at Waterloo.
