The new Metropolitan County of Greater Manchester had been created by the 1972 Local Government Act, and this was an attempt to provide a comprehensive guide to what the new County would cover and what the ten new urban district councils that would sit beneath it would be responsible for. The result is a trove of information culled from many different sources. The first elections were held in 1973 and the County came into being in 1974.
