The conclusions were that not enough slum housing was being replaced overall, primarily because the shift of employment from traditional heavy industrial districts to the South and Midlands was impeding regeneration projects in the former while contributing to traffic congestion in the latter. What was needed was a national strategy to redirect employment to areas in most need of regeneration.
