Privately owned and manned, privateers were armed ships that were commissioned by the government to harass and fight enemy ships. "These old priveteersmen you have as yet failed to recognize. I do not speak too highly of these men, but only utter the simple truth, and the record of the past in the country proves it; and that they should be forgotten is amazing to them, at least, and appears unaccountable to all classes who have noticed with pride the bold and manly and self-sacrificing manner in which they entered into the service of the government.." [Quoted from the first page]. Born in Gloucester Timothy Davis (1821-1888) was a U.S. Congressman from Massachusetts. A delegate to the Republican National Convention in 1860, he went on to serve as a member of the Massachusetts House of Representatives, and was then elected to the U.S. Congress as a candidate of the American party and subsequently as a Republican.
