The first important speech by Webster in the House of Representatives (to which he was elected the prior year). He used his objection to the bill, which offered high bounties to encourage enlistments, to attack the government for its handling of the war of 1812 (which he called a failure), its employing an embargo rather than prosecuting the war at sea, and the administration's calling the opposition to its policies a divisive act -which makes it most apt today.
