L'ultima pagina è bianca, nonostante che la precedente finisca con un richiamo “onde”: si tratta evidentemente di un promemoria che, non essendo la copia ufficiale da inviare al governo, omette il finale con le formule di rito . Viene richiesta a Roma la riduzione della cifra catastale (valutazione delle proprietà e tasse conseguenti) giudicata eccessiva soprattutto in confronto a quella praticata in Romagna. Numerose osservazioni sulle spese sostenute per mantenere fruttuosi i terreni, che “dovrebbero meritare tutte le maggiori facilitazioni da un Governo che con paterna cura tanto s'interessa di favorire tutto quello che è diretto a procurare la pubblica felicità”.
