La prefazione è una lettera di Mazzini che riassume le ragioni della sua opposizione all'Internazionale e alla Comune: “Il popolo d'Italia dovrebbe a ogni modo cercare salute e progresso nelle proprie forze soltanto”. Poi la raccolta degli articoli polemici con l'Internazionale e in particolare contro Bakunin, comparsi sulla Roma del Popolo quando il suo giornale si stampava ancora a Lugano.
